
FRANK'S PRIORITIES
Economic Vitality:
I have a history of promoting and supporting our local businesses. A strong, healthy local economy supports our local communities, services, and programs. I strongly support the Downtown Vitality Program led by the Perry County Economic Development Authority. This is a unique version of the state Main Street Program in that it is a collaboration with all nine County boroughs. Economic Development in Perry County is going to look different than in other more urban counties. History, culture, recreation, and our natural resources all have economic value. We need to promote visitors to travel to Perry County more often and enjoy our unique communities. Along with that, I do support development in areas specifically designated for this purpose.
Education/Workforce Development: I have long supported our local schools by participating in mock interviews, Junior Achievement events, and reality fairs. Some of our students ride hours on buses for career training. Securing access to education for careers in the trade industry and secondary education is important for our students.
Picture Perry:
I support the implementation of Picture Perry, our Comprehensive Plan, which is a road map to guide how the County moves forward. This has been a grass-roots initiative and a partnership with municipalities, involving a multitude of meetings throughout the County. I had the pleasure of adding input through theBorough of Newport Planning Commission. There are four parts of the Plan including the basic studies of the current status and some historical data. It then moves into goals and objectives, with individual municipalities input, and transitions from individual to collaborative approach where we all benefit from each other. Actions will be tracked, and new projects can be submitted. Work groups will reconvene to assist in implementation.
Rural Nature:
The agricultural community is an important part of the fabric of Perry County. Advocating for the farmers will be a priority. I support state programs such as farm preservation and Clean & Green to help maintain our rural tradition of open space and natural resources. Perry County has a tremendous number of natural resources we can be proud of and promote to visitors.
Fiscal Responsibility:
As stated before, I worked for decades in a family business and know the importance of being a responsible manager. Understanding and reviewing the finances of the County are an essential function of a Commissioner. I will engage in a monthly review of financial status, income and expenses, and the actual vs budget report. I will also assist departments that are having challenges meeting financial goals.
Employees:
I will promote a productive work environment with an open-door policy for county employees.
Broadband:
I will support the on-going efforts of Commissioner Watson in improving broadband in the county.
Medical Services:
Working with health providers and organizations in an effort to increase the ratio of health care providers to residents in the County is of vital importance.
Human Services:
I will support our county’s agencies in aiding our residents to support leading safe, healthy and productive lives.
Veterans:
We owe a special debt to our veterans that have put their lives on the line to preserve our freedom. The Veteran Affairs Department, under the leadership of Jim Scott, has been an exceptional advocate for our veterans and deserves on-going support.
Residents:
I will have an open-door policy to listen to the concerns of our residents and do what I can to assist within the guide lines of the Commissioners’ Office.
First Responders:
It is comforting to know that when the call comes in there are dedicated individuals to be the first to respond when we are in need. I will support and promote collaboration among the first responders in the County.
